The day was highlighted with accolades and scholarships exceeding $50,000. Farmers participating in the Average Crop Revenue Election (ACRE) program for the 2009 crop year are reminded to submit their production records to the Farm Service Agency office by July 15, according to FSA County Executive Director Chris Holt. He explained that the agency uses the production records to calculate ACRE payments for program participants. "Producers must report their 2009 production to remain eligible to receive any 2009 payments under their ACRE contract," he said. ACRE payments are revenue- based payments and are tied to crop production and the National Average Market Price for covered commodity crops on a producer's farm. State level revenue and farm revenue triggers must be met before FSA can issue payments to ACRE participants. The agency expects to publish in early July the state payment rates for wheat, barley and oats. Payment rates for corn, soybeans, dry peas and lentils are scheduled for October. Individual farm revenue and production are compared to state guarantees when determining ACRE payments. FSA will issue 2009 ACRE payments to producers of those crops in October 2010 if the state and farm triggers are met. FSA will publish payment rates for oilseeds and chickpeas in December and 2009 ACRE payments for those crops would be issued that month if state and farm triggers are met. FSA publishes payment rates and information on its ACRE website at www.fsa.usda.gov/dcp. Obituary v Paul Trainer Paul LeRoy Trainer, 66, died on June 30, 2010, at Lourdes Hospital in Pasco. He was born on April 10, 1944, in Spokane to Kenneth and Maxine Trainer. He graduated from Bonners Ferry High School in 1963. His combined military service included the Idaho National Guard and a tour in Vietnam from 1965-1968. He married Kay Gillis on Nov. 29, 1970, and raised a family of four, eventually settling in Washtucna. His career of being a welder mechanic secured employment in Colfax, St. John, Walla Walla, Gresham and Kahlotus, and then in 2007 he retired from the Connell Grain Growers. He is survived by his wife Kay, sons Zachary, Gaven and Chance, daughter Lacey; mother Maxine; brothers Dan, Royce and James; sisters Sandy, Nancy and Leah; grandchildren Jessica, Erik, Dallaney and two more any day; and numerous other relatives. Visitation was Tuesday at Danekas Funeral Home and Crematory-Ritzville. Funeral services were July 7 at the Washtucna Community Church followed by a graveside service. A celebration of his life and time for sharing of memories with family and friends will be held at the Washtucna Community Center. Nearly 670 cell phone and texting violations in 20 days Troopers of the Washington State Patrol issued nearly 670 citations for cell phone or texting violations between June 10 and July 1. On June 10, the state's previous law on cell phones and texting moved from secondary to primary. That means officers no longer need some other reason to stop a driver they see texting or holding a cell phone to their ear. One unique aspect of this law is that the State Patrol did not give a formal grace period, as it typically does with new laws. Because the basic behavior has already been illegal for two years, troopers were told to enforce the new law in exactly the same way as every other .violation. Troopers always have discretion to issue warnings and many did. Along with the more than 670 citations, nearly 500 warnings were issued. That is consistent with the ratio of warnings to citations given for other traffic violations.
